Babila Lima Returns to DGS as Assistant Deputy Director of Administration
Babila Lima has joined DGS as Assistant Deputy Director of Administration. In this new role Babila is excited to support DGS leaders across both administrative and operational areas, reducing or removing obstacles to initiatives pursued by each of our 5 services. He also looks forward to working across the organization to support alignment to and execution of the strategic plan.
His professional and volunteer background includes leadership in a matrix management structure; collaboration in cross-functional teams; building consensus across stakeholders with differing perspectives; non-profit management; special projects oversight; and process improvement and management roles in information technology, public service delivery, policy design and implementation.
Babila worked previously with DGS leading the agency’s business process improvement efforts. His most recent role was as the Director of IT Enterprise Project Management for the City of Baltimore. There he led a 20-person team with functions spanning: application portfolio optimization; audit management and compliance; data analysis and process improvement; legislative affairs; execution of the agency’s strategic plan; the performance management program; and project management.
He received a B.A. from Denison University in African American Studies and is completing a M.S. in Information Architecture from the University of Baltimore. Babila lives in Patterson Park with his wife and toddler. When he isn’t working or spending time with family, he is pursuing one of his interests: biking, language learning, photography, maintaining citrus trees and orchids, or racing to finish a weekly news magazine before the next week’s release.
